Médecins Sans Frontières (MSF) is an independent, medical, emergency relief organization that provides assistance to people worldwide, regardless of their background, religion or political convictions. Above all, we aim to save lives and to offer medical care to victims of disasters, wars and epidemics. Working together with local staff, we give direct support to the population. The Dutch organization ‘Artsen zonder Grenzen’ (MSF-Holland) is a member of the international organization ‘Médecins Sans Frontières’.

The Finance Department is responsible for the safeguarding of sound registration, monitoring and administration of all financial movements in the organization. The Finance Unit consists of approximately 16 people working in the sections Accounting & Administration and Finance Field.

With immediate effect the Finance Department is looking for a temporary (9 to 12 months)
 To assure timely and high quality financial proposals and reports (budgets, donors).

Main characteristics
 Assures correct and timely bookkeeping, budgets, and budget cycle planning and reports;
 Assures correct and timely donor proposals and reports;
 Provides and interprets financial information from/relevant to the portfolio;
 Monitors and interprets cash flows and predicts future trends;
 Analyses budget change and advising accordingly;
 Performs research and provides reports on factors influencing project financial performance;
 Provides mission specific support and advice on financial issues; keeps abreast of changes in financial regulations and legislation;
 Provides mission specific support and advice on the administrative organisation of the mission;
 Ensures compliance with MSF finance policies, procedures and performance requirements (ensures a financial health check twice per year; advices on the recommendations);
 Provides analysis based on Key Performace Indicators and advice for follow-up;
 Provides coaching to Financial Coordinators (Finco) and Finco Assistants in the field;
 Provides support and advice to Finco, Finco Assistants, and to line management in the field and HQ;
 Participates as facilitator in financial trainings for financial functions and other positions;
 Support visits to every country at least once a year.

Gestelde eisen

We are looking for a candidate who is able to perform financial and problem analyses, with high work standards, initiative and is aware of the operational needs and the financial ambitions of the organization. You should be able to maintain high work standard and be result orientated.
You have a higher education in accounting and business administration (WO/HEAO) and you have at least three years working experience in accounting and budgeting. Furthermore experience with preparation and analysis of financial donor reports, analysing financial information, and exposure to and knowledge of financial fields such as audits, taxes, donors, bookkeeping, and reports is required. You have excellent communication skills and advanced knowledge of excel. It is a plus if you have worked in the field with MSF of another NGO.

 A 90 to 100% appointment (based upon a 40-hour working week) for 9 months to one year;
 A gross salary in scale 6 of a minimum of € 2,513 and a maximum of €3,591 per month (based on relevant work experience);
