With immediate effect MSF OCA has a vacancy for a

Employee National Staff Database (50 %) based in Amsterdam

The Employee National Staff (ns) Database is part of the Human Resources Management (HRM) Department and reports directly to the Head of the HR department, in a later stage (s)he will report directly to the Coordinator HR Adminstration & Services.

Objective of the position
To safeguard and support the functional continuity of the Homere database in MSF’s missions. To take up the functional administration of the Homere national staff database and to support the national staff human resources process and duties in the functional areas of management reporting and resource planning.

Main responsibilities
1. Continuity in functioning Homere
The Employee ns Database gives first- line support to end-users and OCA internal stakeholders on current and future versions of the Homere database. Next to that (s)he gives second- and third-line support to OCA end-users in cooperation with the supplier, other administrators and the OC-wide Homere group by analyzing complex questions. The Employee ns Database informs, develops and gives training to staff on the usage of Homere. (S)he also safeguards the integrity of the national staff HR data in the Homere database. (S)he monitors the fit between work processes and Homere and proposes improvements on processes.

2. Homere support
The Employee ns Database takes up the functional administration of the Homere database, including authorization, change requests, system enhancement and bug reporting. He/she analyses needs and bottlenecks in Homere, proposes solutions and/or improvements. He/she coordinates with the supplier and OCA internal and external stakeholders on functional maintenance of Homere. He/she takes up and gives support to IT projects that are related to Homere.

3. HR management reporting and resource planning
The Employee ns Database prepares management information on basis of given reporting requirements to line-management and colleagues within the department for the day-to-day operations and development of policies in the field of HRM. (S)he supports the process of budgeting and reporting of human resources within MSF's planning and control cycle.

Gestelde eisen

Profile
• Experience with IT, database implementation Project management (implementing Homère or other systems in MSF would be an asset);
• Experience with (related) databases (e.g. HR administration, pay tool);
• Excellent command of English and preferable also French;
• Excellent organisational (project management), communications and training skills (preferable experience in training in a multicultural setting);
• Willingness to spend time in the field if required;
• Good understanding of the functioning of operational and support departments of the OCA would be an asset.

A contract for one year with a renewal option in salary grade 5 with a gross monthly salary between € 2171 and € 3102 (based on a fulltime appointment) depending on relevant professional experience. Other benefits include 30 holidays per year (based on a fulltime appointment) and a premium free pension.
